The church of Saint Theodora is built in the historic center of Byzantine and modern Arta.
The ancient nucleus of the church is a three-aisled, wooden-roofed basilica with the central aisle elevated.
In the 13th century, the narthex was added to the western side.
The three apses on the eastern side are either original work or restorations and date to the 13th century.
The masonry of the church follows the cloisonné building system.
The ceramic tile decoration is restricted to the single-lobed or two-lobed windows and the pediments.
The church has been decorated with more recent wall-paintings. Parts of the original icons in the church are preserved in the narthex, however.
