Every evil which taints the social sphere is a personal evil. Virtue is cultivated within the human person. Evil is born within the human person. And it spreads from the person throughout the body social, like a blessing or a plague. If you want to find the solution to a crisis, then you must first of all examine and deal with the spiritual root of the evil in yourself.
